The World Bank estimated that remittances from Tajik workers abroad accounted for over 30% of GDP in 2023 - one of the highest ratios globally. The primary destination is Russia, where Tajik workers take construction, manufacturing, transportation, and service sector jobs.

The 2022 TLSS dataset captures the domestic workforce only. The 1 million-plus workers in Russia are not counted here. This matters for interpreting the data: the domestic workforce is a selected population - people who have not migrated, often because they are women (Tajik migration is predominantly male), older, have dependents, have lower skills, or have formal sector employment in Tajikistan. This selection effect is one reason why elementary occupations are so heavily over-represented in the domestic data.

Tajikistan's formal sector is dominated by the state. Dushanbe concentrates most formal employment - government ministries, the National Bank, state-owned enterprises, hospitals and universities, and a small but growing private sector. The private sector outside Dushanbe is mainly small-scale retail, construction, and agricultural processing. Digital infrastructure is improving but remains limited: internet penetration was approximately 35% in 2022 (ITU).

The relatively small clerical workforce is concentrated in Dushanbe: the Ministry of Finance, Ministry of Justice, tax administration, customs, and state enterprise administrative functions. Commercial banks in Dushanbe - Agroinvestbank, Amonatbank, Eskhata Bank, and foreign bank branches - also employ clerical workers. These are the workers most directly in the path of AI productivity tools as Tajikistan's formal sector digitises.

Professionals at 6.5/10 cover 253,850 workers (11.01%). This is a larger professional share than might be expected. Tajikistan's Soviet legacy included technical institutes and universities that trained engineers, scientists, and teachers in significant numbers. For the 1 million-plus Tajik migrant workers in Russia, AI job risk is a relevant and growing concern - but through Russian AI adoption, not Tajikistan's. Tajikistan's internet connectivity, digital payment penetration, and e-government development are improving but remain at an early stage. AI productivity tools require reliable electricity, internet connectivity, and software infrastructure that is not yet widely available outside Dushanbe. The clerical and professional workers most exposed to AI tools are concentrated in the capital.

Tajikistan's Rogun Dam project - if completed as planned - will make Tajikistan one of Central Asia's largest hydropower exporters. This infrastructure creates engineering, technical, and administrative employment that is the precise professional category most exposed to AI. Tajikistan's long-term development trajectory in energy may inadvertently create more AI-exposed employment than its current domestic workforce suggests.
